The signal strength at the modem and at both cable tv boxes was right at the threshold for "too weak."
We now have all new splitters in the house wiring and they are wired in the right direction.
Signal strength at the modem is "perfect" and both tv boxes are well within acceptable range.
No more problems (until next time).
