Sex, or more explicitly, sexuality, is a fundamental aspect of human biology. We have individual expressions of our sexuality, but express it we will even if we are expressing our disinterest in sex. It drives our social structuring. Some, like Maslov, have argued that it is as fundamental as basic survival needs.
It is also one of the most controlled aspects of human behavior. I've not heard of a religion that avoids the topic all together. Religions tell their faithful when, how and who. There are no cultures that I am aware of that don't make some version of post-pubescent, consensual, sexual activity illegal. Proscriptions or prescriptions, there is always someone telling you how to express or, more commonly, how not to express your sexuality.
I am not aware of any culture that has the same beliefs about the sexual conduct of men and the sexual conduct of women. Around the world, women's sexual expression is tightly controlled and severely limited through legal and social means.
Several research studies, some multi-cultural, suggest that the most common fears are death and public speaking (the order is switched in different studies). I look for the topic most talked about, the most avoided and most provocative and find sex. Those studies only deal with self-reported fears. I think the human cultural experience generates the most common as the fear of sexual failure. (Thus the high rate of psychological erectile dysfunction.)
It seems to be the ultimate "looking good" game. It's a game played at many levels and a fear that is exploited by con artists and advertising agencies.
Sex is fun but NOT significant. It does not define our value. It is just sex. Breathing is just breathing. Eating is just eating.
It is readily available for anyone who is not actively avoiding it whether consciously or not.
No social or legal strictures will stop sexual activity. The biological imperative will win out.
Just as the highly homophobic seem to also be highly aroused and terrified by thoughts of homoerotic behavior, I believe those who demand the tightest controls on sexual behavior are terrified of sex.
I am sick to death of having to bend and twist in the firestorm of cultural fears about human sexuality.
